become a major aspect of international economic relations and an important component of a globalized world In an estimated million people lived outside their countries of birth or citizenship (World Bank Brief, April, It is estimated that over million Africans live outside their countries of birth or citizenship in other African countries, as well as in large numbers in Europe, North America and the Gulf States Namibia has one of the highest percentages of international migration in the Southern Africa region, constituting over of the country s population Migration is a vital economic and social feature of Namibia As a country of origin, transit and destination, Namibia has benefited and can benefit further from labour migration, but this potential is not yet being fulfilled to a large extent In this regard, the country is committed to scaling up data collection efforts to inform its policies and to harness the benefits of migration to contribute further to the national development priorities of economic growth, reduced unemployment and increased income equality The proposed project will directly benefit the government in its ongoing efforts to improve migration management within the labour sector by supporting the development of a Labour Migration Policy and building government capacity to develop a roadmap and accompanying resource mobilisation plan to implement the policy In May upon the request of the Namibian Ministry of Home Affairs and Immigration (MHAI), IOM organized a workshop for a wide range of officials to facilitate the migration and development policy process, during which several issues pertaining to labour migration concerning Namibia were raised and recognized as priorities by the GRN It is against this background that the government requested further IDF support in the area of labour migration Initial consultations were held with Ministry of Labour, Industrial Relations and Employment Creation (MLIREC) in regard to priorities and pertinent labor migration issues to be addressed IOM will work closely with the GRN to establish an inter ministerial coordination mechanism for this project, which will include a TWG and MLIREC to act as lead partner during this national labour migration project The MLIREC will take ownership and responsibility for implementation upon the completion of the project) Objective: The overall
